Initially you have to defeat and capture the boss Mossanda Lux at coordinates 448,-182. There are no Mossanda Lux roaming freely in Palworld. You can capture the Lv. 31 boss or get it through breeding. The game doesn’t show it, but I believe I encountered them at one of the Wildlife Sanctuaries after I’ve defeated the boss.
