After a disappointing start to the 2002 season, Bulger was pulled in the game to fill in for an injured Jamie Martin and finished the season with a 6-0 record in games that he started and finished.

In 2003, Bulger became the Rams’ starting quarterback and led the team to a regular season record of 12-4, securing the NFC West title. The Rams lost to the Carolina Panthers in a double-overtime game and Bulger made the Pro Bowl and was named the game’s MVP.
